Both are useful in different scenarios, whips can stagger and stunlock really well and have higher range while peeler has higher dps/bleed proc and aoe. But if you had to choose one set peeler is usually the go to bleed weapon. Personally tho, I would do 2x whips even if it might be weaker.

So im doing a Greatshield + Bleed poke build currently and have been using a +25 Godskin Stitcher with a Bleed enchantment. I recently got the Bloody Helice and maxed it as well and what I found to be odd is that althougu the Helice does so slightly more damage with my stats (35 Str, 40 Dex, 40 Arc) it has significantly less bleed than the Stitcher.Godskin Swaddling Cloth.
